The free baggage allowance is set by the carrier and provides for the number of pieces and weight of baggage per passenger of the aircraft. At the same time, the free baggage allowance established by the carrier cannot provide for less than ten kilograms per passenger of the aircraft.

123. When a passenger concludes an air carriage agreement for a passenger that provides for a free baggage allowance, the carrier is obliged to accept baggage for carriage within the free baggage allowance.

If a passenger concludes an air carriage agreement for a passenger that does not provide for a free baggage allowance, the carrier is obliged to accept for carriage the baggage paid for by the passenger at the baggage rate established by the carrier.

124. 125. If a passenger presented baggage for carriage with a weight and/or size and/or number of pieces less than booked and prepaid, the difference in payment for carriage between the paid and actual weight and/or size and/or number of pieces of baggage returned to the passenger.

126. The passenger has the right to declare the value of his checked baggage.

The value of checked baggage is declared for each piece of baggage separately.

For the carriage of baggage with a declared value, a fee is charged, the amount of which is set by the carrier.

Payment for the carriage of baggage with a declared value is certified by a miscellaneous charges order or a receipt for payment of excess baggage, which indicates the points between which the passenger declared the carriage of baggage with a declared value.

127. At the request of passengers traveling together with the same purpose of travel to the same airport (point) of destination or airport (point) of stopover on the same flight (family members, persons traveling together or on a business trip), and upon conclusion such passengers of passenger air carriage agreements providing for a free baggage allowance, the carrier is obliged to combine the amount of free baggage allowance by weight of each passenger.

In the event that the passengers referred to in this clause enter into passenger air carriage agreements that do not provide for a free baggage allowance, and provided that such passengers pay for the baggage at the baggage rate established by the carrier, the carrier is obliged, at the request of the passengers, to combine the weight of the baggage provided for by the baggage rate.

The weight of one piece of combined baggage must not exceed thirty kilograms and is accepted for carriage without charging an additional fee.

If the weight of one piece of combined baggage exceeds thirty kilograms, payment for such baggage is carried out in accordance with paragraph 136 of these Rules.

Baggage is subject to check-in for each passenger individually.

128. Each piece of checked baggage must be properly packaged to ensure its safety during transportation and handling and exclude the possibility of harm to passengers, crew members, third parties, damage to the aircraft, luggage of other passengers or other property.

129. Baggage that has external damage that does not affect its safety during transportation and handling and cannot harm passengers, crew members, third parties, damage the aircraft, luggage of other passengers or other property, may be accepted for transportation as checked baggage with the consent of the carrier. In this case, the presence and type of damage are confirmed by the signature of the passenger.

130. A passenger is not recommended to put fragile and perishable items, banknotes, jewelry, precious metals, securities and other valuables, business documents, keys and other similar items into his checked baggage.

131. The weight of one piece of checked baggage must not exceed 50 kilograms, with the exception of a wheelchair used by a disabled passenger and other persons with disabilities.

132. Checked baggage of a passenger must be transported on the same aircraft on which the passenger is traveling.

133. An aircraft passenger has the right to carry hand luggage in the aircraft cabin within the limits established by the carrier at no additional charge (hereinafter referred to as the free carry-on baggage allowance).

As carry-on baggage, things are accepted that do not contain substances and items prohibited for transportation in the aircraft cabin, the weight and dimensions of which are established by the carrier and allow them to be safely placed in the aircraft cabin.

The free carry-on baggage allowance established by the carrier cannot be less than five kilograms per passenger.

134. The passenger is obliged to take care of the safety of hand luggage and items specified in paragraph 135 of these Rules, carried in the cabin of the aircraft. When exiting, the passenger is obliged to take with him the hand luggage placed on board the aircraft and the things specified in paragraph 135 of these Rules.

135. As hand luggage in excess of the allowance established by the carrier in accordance with paragraph 133 of these Rules, and without charging an additional fee, the passenger has the right to carry the following things:

a backpack, the weight and dimensions of which are established by the rules of the carrier, or a handbag, or a briefcase with things enclosed in a backpack, or bag, or briefcase;

bouquet of flowers;

outerwear;

baby food for the child during the flight;

suit in a suitcase;

a device for carrying a child (a cradle, restraint systems (devices) for children under two years of age, a baby stroller and other devices) when transporting a child, the dimensions of which are established by the carrier’s rules, and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat, or under the seat in front of the passenger seat;

medicines, special dietary needs in the amount required for the duration of the flight;

crutches, canes, walkers, rollators, a folding wheelchair used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;

goods purchased in duty-free shops at the airport, packed in a sealed (sealed) plastic bag, the weight and dimensions of which are established by the rules of the carrier.

136. Transportation of oversized baggage, heavy baggage, service dogs, pets and birds is paid based on its (their) actual weight, dimensions and number of pieces at the baggage rates established by the carrier, regardless of other things of the passenger carried as checked baggage, with the exception of a dog - a guide accompanying a visually impaired passenger, a wheelchair, crutches, canes, walkers, rollators used by a disabled passenger and other persons with disabilities, as well as a baby stroller used by a passenger, having dimensions that do not allow it to be safely placed (their) in the cabin of the aircraft on a shelf above the passenger seat or under the seat in front of the passenger seat, and transported free of charge.

140. Not allowed for carriage by air as baggage items that can cause harm to the aircraft, persons or property on board the aircraft, animals and birds (with the exception of pets (birds) and service dogs), insects, fish seed, reptiles, rodents, guinea pigs and patients animals, as well as objects and substances, the air carriage of which as baggage is prohibited by the legislation of the Russian Federation, international treaties of the Russian Federation, as well as the legislation of the country, to, from or through the territory of which the carriage is carried out.

Low-cost carriers, primarily Pobeda, will have so-called no-baggage fares for those who travel light. It is expected that they will be 10-20% cheaper compared to the current base rates of low-cost airlines.

At the same time, it is possible to buy tickets, the cost of which includes luggage. When registering, they will not require an additional payment for it (except in cases of overweight).

If you rushed to buy a baggage-free ticket, and then decided to take a suitcase with you, then you can pay extra for it later. At the current prices of Pobeda, one seat in the luggage compartment costs 1.5-2 thousand rubles, if you pay extra through the website or a call center (where the call, by the way, is paid). If you realized it already at the airport, then give at least three thousand. And it is possible that the amount of surcharges may increase in the near future.

For those who paid extra for baggage in advance, and then decided to fly without it, there is also a solution. According to a high-ranking official of the Ministry of Transport Svetlana Petrova, you can easily get your money back.

“Show the receipt, say that you paid, but there will be no luggage. Accordingly, you will be refunded. Of course, you only pay for the service you use. In addition, it is additional, ”Petrova said.

Hand luggage rules are changing for all passengers. They are expected to come into effect in November. On the this moment they are being finalized by the Ministry of Transport, but have already caused a lot of rumors and scared the public.

As planned by the department, the updated rules will oblige all low-cost airlines, including Pobeda, to be allowed on board with bags, backpacks and suitcases, regardless of the tariff. The Ministry of Transport wants the weight limit to be at least 5 kg per passenger, and each company will decide for itself whether to increase it or not.

At the same time, Pobeda stated that it would focus not on weight, but on the dimensions of hand luggage.

“We will take the total volume of luggage racks, divide it by 189 (this is the number of seats in each aircraft) and we will be able to tell the passenger: you have so much space, you can carry any number of items, bags, backpacks within this norm - whatever you want. Even if it all weighs more than 5 kg, the main thing is that all hand luggage fit into the size, ”explained Andrey Kalmykov, CEO of the company.

The news about the change in the rules for hand luggage has generated a lot of rumors. So, there was information that now you have to pay to take a laptop, gadgets, an umbrella and even outerwear into the salon. But this is not true - all of the items listed can be carried on board for free. The difference is that while these items are allowed to be carried along with you in addition to hand luggage, and after the rules are updated, they will need to be included directly in hand luggage and presented for weighing. Keep within the minimum 5 kg - and the low-cost airline will not require additional payment. And most traditional airlines have twice the carry-on baggage allowance, so don't worry.

So, here's what will remain on the list of hand luggage allowed in excess:

  • handbag or briefcase;
  • suit in a suitcase;
  • baby food for the child during the flight;
  • baby cradle when transporting a child;
  • crutches, folding wheelchair.

But what will be transferred to hand luggage and will be subject to weighing:

  • portable PC;
  • cell phone;
  • camera;
  • video camera;
  • umbrella;
  • printed publications for in-flight reading;
  • folder for papers;
  • bouquet of flowers;
  • cane;
  • outerwear.

Note that these lists are still under development, and something from the second list can be returned to the first one at the request of passengers. For example, a mobile phone in your pocket, or outerwear, given that a fur coat alone can weigh 2.5 kilos.

As for whether low-cost airlines will count duty-free items as carry-on weight, officials from the Ministry of Transport hint that low-budget companies will find fault with purchases in a clean zone in every possible way in order to make you pay for the excess. Therefore, it is better to familiarize yourself with their conditions on the site in advance. Now, for example, Pobeda charges 2,000 rubles for duty-free purchases at Russian airports and 35 euros at foreign airports.

For passengers who buy return tickets (which can be returned by returning the money), the new rules will not change anything at all.

  • Crutches, canes, walkers, rollators, a folding wheelchair that can be placed on a shelf above the passenger seat or under the seat.
  • Goods from duty-free shops at the airport, packed in one sealed plastic bag, weighing no more than 3 kg.

Passengers with the "Minimum" and "Optimum" fares can carry musical instruments measuring 40×30×20. To carry a larger instrument, you can buy an additional piece of hand luggage up to 55×40×25. Passengers with other fares can carry musical instruments in hand luggage only if they fit into the dimensions of 55x40x25 cm.

If a musical instrument exceeds the dimensions of "large hand luggage" 55 * 40 * 25, then it will not work in the cabin.
The only possible option for transporting a musical instrument in the aircraft cabin with dimensions exceeding 55*40*25 is the transportation of a musical instrument in the aircraft cabin on a separate passenger seat. Such transportation is issued at the air ticket offices. At the same time, 2 tickets are issued, one for a passenger + a ticket for an additional seat for carrying luggage, and the cashier immediately sends a request to the airline for approval.

The airline may refuse to carry a passenger's items in excess of the allowance if there is not enough time to process payment before the end of boarding. As a rule, the payment procedure takes up to 5 minutes.

Baggage

Baggage is placed in the luggage compartment of the aircraft. Passengers with "Optimum" and "Premium" fares are entitled to 1 piece of baggage - weighing up to 20 kg and up to 203 cm in the sum of 3 measurements. Business passengers can check in 2 pieces of baggage weighing up to 30 kg with the same dimensions.

Luggage for children. Regardless of the class of service, passengers under 2 years old with a ticket without a seat can take on board 1 piece of hand luggage measuring 40 × 30 × 20 cm and weighing up to 5 kg, as well as baby food, a cradle and a stroller (according to FAP standards).

Excess baggage and oversized baggage

For a fee, you can purchase the opportunity to carry hand luggage or baggage in excess of the allowance included in the fare. The cost varies depending on the moment of payment - before check-in, during check-in or when boarding. It is more profitable to pay for excess baggage in advance, on the website or in the Utair mobile application.

When checking in for routes through the territory of Khanty-Mansi Autonomous Okrug-Yugra, a paid piece of hand luggage weighing up to 10 kg with dimensions of 55 × 40 × 25 cm for the “Optimum” or “Minimum” tariffs is paid for each kg of actual weight according to the excess baggage tariffs.

For flights from Moscow to Anadyr and from Anadyr to Moscow, excess baggage can only be purchased at the airport during check-in.

Passengers with "Minimum" and "Optimum" fares for the transportation of sports equipment need to pay an additional 3000 ₽ (or 50 € on international flights) for 1 set, with a total weight of not more than 20 kg, for each section of the route. Under the "Optimum" tariff, you can carry sports equipment instead of luggage free of charge. At the same time, this free baggage allowance in excess of the established allowance does not apply to related equipment (sticks, boots, helmet, mounts, wetsuit, hockey equipment) transported without skis/snowboards/surfboards/clubs.

There are exceptions, for example, Air Astana allows business class passengers to carry hand luggage weighing up to 18 kilograms in the aircraft cabin. And with Lufthansa, first and business class passengers are allowed to take two pieces of hand luggage, and for economy class passengers - one. The allowable dimensions of one piece of hand luggage have been increased to 55x40x23, and the weight should not exceed 23 kilograms.

The main thing that should not be forgotten is that any objects that pose a danger to others, their imitators and models (these are radioactive, poisonous substances, weapons, piercing, cutting and explosive objects) are strictly prohibited in the passenger's hand luggage.

Due to the increasing terrorist attacks, requirements have been tightened and restrictions on liquids have been introduced, even on toilet and cosmetic products (curiously, shaving foam and toothpaste are also classified as liquids). The maximum volume of liquid in any container must not exceed 100 milliliters, and the total amount of liquid per person in hand luggage cannot exceed one liter. In addition, all liquids must be placed in one resealable transparent bag.

And the rest of the liquids exceeding this volume will have to be packed in checked baggage, they will be accepted there without any problems. Baby food, medicines that may be needed during the flight can be packed in a transparent non-sealed bag.

In addition to the free baggage allowance, you can carry alcohol, cigarettes and perfumes purchased at Duty Free, clothing, flowers, canes, umbrellas, a folded pram, a cradle, a book, a laptop (they are not presented when weighing).

CHECKED BAGGAGE. We figured out the hand luggage, now we will pack the checked luggage. Checked baggage allowances are established by only two systems:

Restriction (norms) on the number of seats and weight
- restriction (norms) by weight

In most cases, there are norms for the number of seats. What does it mean? The passenger has the right to carry free of charge:
in business class - two seats weighing no more than 32 kilograms each
in economy class - one seat, no more than 23 kilograms each

Some companies, in order to attract customers, allow an additional number of pieces of free baggage allowance. For example, on Czech airlines, holders of Gold, Elite Plus cards are entitled to free transportation of one additional piece of baggage, but weighing no more than 23 kilograms.

What should be kept in mind when packing things? The rules for carrying luggage on an airplane state that the weight of the luggage cannot be summed up! If one suitcase is heavier than the norm, and the other is lighter than the permissible norm, but in total they do not exceed the permissible norm, then you still have to pay extra for the excess of the first suitcase. The weight of a suitcase or bag is taken into account when weighing them.

Remember! During transportation, the weight of the luggage is not cumulative.
Weight restriction (weight baggage allowance) means that the passenger has the right to carry any number of bags free of charge, but their total weight must be equal to or less than the norm for a given route and class of service. The current weight allowance for a particular route must be found on the ticket or in the fare rules on the airline's website. For example, for Air Astana, the total weight of luggage and hand luggage is not more than thirty kilograms for business class and twenty kilograms for economy class passengers.

What is the size limit for free baggage allowance?
